This is HDPE Flakes / Regrind - Blow Grade - Unwashed material.
Various types of HDPE Scrap is collected, such as HDPE Pipes, Cans and Drums. These scrap items are then grinded to get the material in the picture.
As the material is unwashed, it would be most likely required to run through a wash line first. Then it can be made into Repros and used again to make newer plastic items.
Expect about 10% Wastage as material is Unwashed.
